It's basically saying to delete the tree of files attached to your C: drive, like, all of the C: drive, and any files branching off it. And I'm pretty sure the /y means "yes" so it doesn't ask you before it starts deleting.
I can't remember, been a while since I got all into computers.. but yeah!

All the Windows have dos available, if you type command.exe or command.com or something in the Start>Run window, at least I'm pretty certain they do..

They have DOS available, but the Windows OS isn't built on it in NT, XP, Server 03 or (reportedly) the new one, who's name escapes me at the moment. So I'm thinking that sort of trick wouldn't work on someone running those OS's
